The Inspection for Supervision of the Agro-Industrial Complex under the Cabinet of Ministers of the Republic of Uzbekistan carried out the following work on compliance with the requirements of legislation in the agricultural sector.
The Inspection conducted 83,408 monitoring activities on compliance with and implementation of laws and regulations in the agricultural sector, and issued 93,172 warnings to organizations and enterprises.
Preventive measures were carried out in 9,213 business entities and provided practical assistance.
Also, in 8,640 cases of violations identified during 17,886 inspections, administrative fines totaling 7,913 million soums were imposed on violators within the scope of the Inspection's authority.
At the same time, 4,258 submissions were submitted to relevant organizations and agencies, 1,881 materials were sent to courts and other law enforcement agencies for legal decisions.
In the field of control over the use of agricultural land, monitoring was carried out on the targeted use of agricultural land, and in 2,199 cases, violations were identified on 667 hectares of land, and in relation to them, due to the arbitrary withdrawal of agricultural land from agricultural circulation, damage to agriculture was estimated at 303.5 billion soums.
In particular, in 1,623 cases, there was an unauthorized construction on 169 hectares of land, in 441 cases, there was an unauthorized construction on 109 hectares of land allocated to the land user, in 75 cases, there was unauthorized damage to the fertile soil layer on 128 hectares of land, and in 60 cases, there was damage as a result of illegal allocation of land on 261 hectares of land.
Control measures were taken over the implementation of state policy in the field of placement of varieties of agricultural crops, varietal purity and seed quality, and compliance with the requirements of regulatory documents in the field of technical regulation of seed preparation, processing, storage, certification and use.
In particular, during the approval events held in 2024, 34.4 thousand hectares of seed (cotton, grain, potato) areas of 2,741 entities were declared unsuitable due to low varietal indicators, and the accumulation of low-quality seeds was prevented.
In the preparation of agricultural seed crops, 4.3 thousand tons (86 thousand hectares) of seed seeds, 4.9 thousand tons (24.3 thousand hectares) of seed grains, and 479 tons (170 hectares) of seed potatoes were found to be non-compliant and their sale was suspended, preventing large economic losses to agricultural producers.
At the same time, the accumulation of 211.4 thousand tons of seed grain in separate areas by variety and generation was controlled.
Also, the accumulation of 93.5 thousand tons of seed cotton, of which 90.5 thousand tons of local and 3 thousand tons of foreign cotton varieties, was controlled separately at the receiving sites by variety and generation.
In the field of control over the use of cotton raw materials, grain and products obtained from its processing, the acceptance of 2 million. 551 thousand 241 tons of grain accepted as a state resource for 2024 was controlled, of which 2 million. 367 thousand 947 tons or 92.9 percent of processed wheat was accepted for the 3rd grade, 5 thousand 963 tons or 0.2 percent for the 4th grade, and 177 thousand 331 tons or 6.9 percent for the 5th grade.
245 F-30 form clearance certificates received from grain enterprises were studied and relevant conclusions were given.
In order to ensure the rational and targeted use of grains for state needs, control over compliance with regulatory documents in domestic sales and export-import processes, the quality of 873 thousand 23 tons of grain products and 39,313 tons of flour products imported in 2024 was analyzed and relevant conclusions were given.
Also, in accordance with the Resolution of the President of the Republic of Uzbekistan No. PQ-3479 dated January 17, 2018, on the purposeful processing of cotton technical seeds by oil and oil enterprises in a full technological cycle and the presence of hygienic conclusions and certificates of conformity confirming the quality of their products, during the control measures carried out at 50 oil and oil enterprises, it was found that the activities of 28 of them did not comply with the established requirements, and measures were taken to prevent the production of low-quality oil.
8,243 control measures were carried out in the regions on the care of winter cereal crops for the 2025 harvest, during which it was revealed that agrotechnical measures were carried out late or of poor quality on 59 thousand hectares of land of 9,202 farms.
In particular, it was found that grain sprouted poorly on 10 thousand hectares of land of 2,036 farms, 3.1 thousand hectares of grain areas of 690 farms that had prepared poor-quality land and sown grain are currently lagging behind in development, as well as that 1,780 farms carried out poor-quality irrigation work on 9.8 thousand hectares of land, and 4,353 farms did not apply local fertilizers to 33 thousand hectares of grain areas.
In order to eliminate these situations, 167 submissions were submitted to the sector's officials and 8,013 warnings were issued to grain farms.
In the control of agricultural machinery, in the exchange of information on "Technical Accounting", an opportunity was created to apply on the "my.gov.uz" portal to use 6 types of unified interactive state services, and integration into the information systems of 16 ministerial departments and electronic responses to requests were established.
As a result, an electronic database of 359 thousand agricultural machinery was created.
In 2024, 36.9 billion soums worth of state services were provided to agricultural, land reclamation and road construction machinery.
In particular, 183,054 units of agricultural, land reclamation and road construction machinery underwent annual technical inspection, and 36,849 units were deregistered and re-registered.
76,791 technical passports and 39,267 state license plates, as well as 15,561 technical certificates and 20,033 tractor driver certificates were issued for state registration of agricultural, land reclamation and road construction machinery.
At the same time, the preparation and effective operation of agricultural machinery, including 3,156 grain harvesters, 1,262 grain seeders, 3,500 sprayers, 15,281 transport tractors, 24,280 trailers, 1,464 cotton pickers, and 5,814 tractors, were monitored for the season.
A total of 1,230 appeals were received from individuals and legal entities through the Inspection's hotline and other networks, of which 932 were considered and 318 were satisfied, and 604 were given explanations.
In addition, 41,831 representatives of individuals and legal entities were received at mobile receptions and meetings held to study and resolve problems related to the sector through on-site communication, and their problems were resolved on the spot.
